Use instant coffee only
It has to be instant. Ground coffee will not dissolve and never whips — the foam depends on the soluble solids in instant granules.

Equal parts, all three
Combine equal volumes of coffee, sugar, and boiling water in a deep bowl. The ratio is what makes it work.
Whip until stiff
Beat with an electric whisk for 3–4 minutes. It goes from dark liquid to pale caramel and finally holds stiff peaks. By hand this takes about 10 minutes.
Check the peaks
It is ready when a spoonful holds its shape without slumping back into the bowl.
Assemble
Fill two glasses with ice and cold milk, spoon the foam on top, dust with cocoa, and stir before drinking.
